Ninety two states signed the Convention on Cluster Munitions - which bans the production, stockpiling, use and export of cluster bombs during a ceremony in Oslo on December 3. Russia, China and Slovakia have refused to sign, Amnesty International reported.

On 22 – 23 February, more than 45 states, UN bodies and agencies, the International Committee of the Red Cross and the Cluster Munitions Coalition, will come together in Oslo to discuss realistic and effective measures to for an international ban on cluster munitions that causes unacceptable human suffering. The Conference will be opened by Norway Foreign Minister, Mr Jonas Gahr Støre.
